Who must register
Covered owners and minimum coverage
Register each calendar year if you own one of the following in Saddle River:
- A business
- One or more residential or nonresidential rental units
- An owner-occupied two-family, three-family or four-family home

Liability coverage
Applies to an owner-occupied home containing two, three or four units.
Coverage requirement: The liability insurance must cover negligent acts and omissions for combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence.

How to register
Complete the annual filing
Submit one complete registration package to the Borough Clerk. Contact the Clerk if you need to confirm current delivery or payment arrangements.
Registration checklist
- Complete the Borough form Use the current Business Insurance Registration Form linked above.
- Attach the certificate of insurance Include a certificate issued by the owner's insurance company that demonstrates the required coverage.
- Include the $50 fee Chapter 89 establishes a $50 administrative fee for the registration.
- File with the Municipal Clerk Submit the completed form, certificate of insurance and fee together.
When to file
Annual registrations are due by January 31 each calendar year.
A registration is due within 30 days of registering the business or obtaining ownership of the rental units.
Certificate and penalties
After the registration is complete
After the requirements of § 89-3 are satisfied, the Municipal Clerk issues a certificate of registration. It serves as proof of compliance with Chapter 89 and is valid for the calendar year in which it is issued.
Noncompliance and penalties under Chapter 89
- First offense $500
- Second offense $1,000
- Third or later offense $2,000
Under § 89-5, these penalties apply to an owner who does not maintain the required insurance or file the annual registration. Each year of noncompliance is a separate offense.
