Plain-language guide
New Jersey's Local Bond Law uses annual and supplemental debt statements for different points in the municipal debt process.
The Chief Financial Officer prepares and files this statement before the end of the first month of the fiscal year, using the prior fiscal year-end date. It is filed with the Borough Clerk and the State and is open to public inspection. The statement reports gross debt, statutory deductions, net debt, the three-year equalized valuation basis, and net debt as a percentage of that basis.
The financial officer prepares this statement before the first reading of certain bond ordinances covered by State law and files it with the Borough Clerk. An executed duplicate is filed with the State before final passage. It updates the debt calculation and identifies the obligations about to be authorized.
Debt statements serve a different purpose from the municipal budget, annual financial statement, and annual audit. Reading them together provides a broader view of Borough finances.
