Parks and Recreation Commission

The Commission oversees Borough parks and recreation places, reviews facility-use requests, and supports recreation and cultural activities, subject to the general authority of the Mayor and Council.

Reserve a field or facility

Groups and organizations planning an organized event or gathering at a Borough recreation area must apply to the Commission. Applications are processed in the order received, subject to availability, resident priority, park conditions, and all required approvals.

Submit a complete packet at least 45 days before the requested start date. Filing does not reserve a facility. Do not use or represent a date as approved until written authorization has been issued. Applicants should wait for written approval before advertising or entering nonrefundable commitments.

  4. Await written reviewThe Commission acts under Chapter 154, adopted rules, and applicable law. Four affirmative votes are required for Commission action.
  5. Complete other approvalsSatisfy every separate Borough or agency approval before the event or field use begins.

Fees: Chapter 154 authorizes recreation-facility fees only as set forth in Chapter 134, which currently lists a $20-per-adult tennis-court fee and no general field-use fee. Confirm whether a codified fee applies and obtain current payment instructions from the Secretary before paying.

Permit decisions: When a Borough permit is refused, suspended, or revoked under Chapter 134, ยง 134-5 requires notice and a hearing. A decision or order of the Mayor and Council is final under that section.

The calendar may omit pending requests, closures, maintenance, or approved uses. Written authorization controls.

Recreation areas are open to the general public subject to posted hours, closures, safety restrictions, special events, and park rules. Organized use of recreation facilities requires advance approval. Borough residents and participants in Commission-authorized activities generally receive first priority.

Park rules and safety

This summary is for convenience. Follow all posted signs, closures, written approval conditions, and the complete requirements in Chapter 154 of the Borough Code.

Weather closures

A red flag means fields are closed. Leave the field when the lightning alarm sounds. Written approval never overrides a weather or emergency closure.

Protect the park

Do not litter, bring glassware, damage property, remove vegetation, or feed or disturb wildlife.

Water and open flames

Swimming, wading, and boating are prohibited. Fires, grills, and cooking are prohibited unless lawfully authorized.

Dogs and animals

Dogs may not run at large or disturb wildlife. Additional restrictions apply at Tricker Pond Annex and the pedestrian bridge.

Vehicles and parking

Park only in designated areas. The park-road speed limit is 10 mph. Vehicle access between dusk and dawn is restricted.

Smoking and vaping

Smoking and vaping are prohibited in municipal parks under New Jersey law.

Emergency: Call 911 for an immediate threat to life or safety. For a nonemergency park or maintenance issue, use the Borough’s Report a Concern service.

Youth safety, civil rights, and accommodations

Outside leagues and permit holders are separate organizations unless the Borough expressly identifies a program as Borough-sponsored. They remain responsible for their participants and must satisfy every screening, training, supervision, insurance, safety, and civil-rights condition required by the Borough and applicable law.

Park use and Borough services are administered consistently with applicable civil-rights laws. For a disability-related or other legally required accommodation, including an alternate format for a Commission meeting or Borough recreation service, contact the Commission Secretary as early as possible. Later requests will be considered to the extent feasible. Do not send medical details through a general public form.

What the Commission does

Under Chapter 154, the Commission supervises Borough parks and recreation places, reviews facility-use requests, conducts or approves recreation and cultural activities, and recommends operating and capital needs, all subject to the authority of the Mayor and Council.

The Commission may adopt park rules and bylaws through the formal process required by law. This webpage is not itself an adoption of enforceable rules.
