Borough of Saddle River
Resident licensing service
Dog and Cat Licensing
License or renew each eligible dog and cat kept by a Saddle River resident. Start through the Borough’s external pet portal and have current rabies documentation ready.
- Dogs
- Generally 7 months or permanent teeth
- Cats
- 6 months or permanent teeth
- Current cycle
- January 31 deadline
- Code license total
- $10 altered or $13 unaltered
New Jersey residents pay pet-license charges to their municipality. An online submission or payment confirmation is not the issued license.
Keep the confirmation, respond to requests for missing information and display the official tag or license number after issuance.
Online service
Start a new license or renew an existing pet
Munidex operates the Borough’s external pet portal, and an account or sign-in may be required.
-
Gather current records
Have the rabies certificate, alteration proof when needed, prior license details and the pet’s identifying information available before starting.
-
Sign in securely
Verify that the address begins with https://pets.munidex.info/. Create or use the account associated with the pet owner.
-
Link or register the pet
Use the prior license information for an existing record. For a first license, search the Saddle River property address and create the pet record.
-
Review and submit
Check every entry, upload the required records, review all charges and retain the submission and payment confirmations.
Ready to begin?
Use the official Saddle River portal for both dogs and cats. Online payment is currently by credit card, and the portal states that payment may take three to five business days to post.
Confirm the municipality before paying: Every application, payment screen and set of terms should identify the Borough of Saddle River. If the portal names another municipality or presents conflicting transaction charges, do not accept the terms or submit payment.
Avoid duplicate records: If a prior licensing year is not listed, an existing pet cannot be found or an address search fails, stop and contact support instead of registering the same pet again.
Prepare before applying
Have complete pet and vaccination information
Upload the full veterinary certificate rather than a photograph of a rabies tag alone.

New Jersey requires a dog applicant to provide proof of vaccination by a licensed veterinarian, with immunity extending through at least 10 months of the 12-month license period, or an official medical exemption.
Saddle River requires a cat over six months to be vaccinated unless the Local Board of Health grants a time-limited exemption after receiving the required veterinarian’s certificate. Contact the licensing office before paying if the vaccine expires too early or an exemption is needed.
Current Code schedule
Fees and deadlines differ by situation
Chapter 134 lists the current license totals below, and any separate online transaction charge must be clearly disclosed before payment.
Dogs
License during January
A dog of licensing age must be licensed. Apply within 10 days after acquiring a dog of licensing age or after the dog reaches licensing age. A $5 late charge applies when the annual dog license is not obtained during January.
- Neutered or spayed
- $10
- Unaltered
- $13
- Delinquent charge

Cats

- Neutered or spayed

- Delinquent charge

Online payment
Review every charge before paying
The portal currently accepts credit cards and applies a separate online processing charge. Because the vendor’s fee disclosures are not consistent, confirm the exact charge shown immediately before payment.
Do not pay if the transaction names another municipality or if the species, alteration status, late charge, exemption or total appears incorrect. Contact the municipal licensing office, and never email credit-card information.
New Jersey law still requires the dog to be licensed and registered, but the owner or keeper is not charged a licensing fee. Contact the municipal licensing office before using the payment portal so the statutory exemption can be handled correctly.
Do not send a diagnosis or unrelated personal medical records. A dog temporarily placed in a formal guide- or service-dog training foster home is not required to be licensed while it remains there for that training.
Moving, three-year requests and existing New Jersey licenses
Only one dog license is required in a New Jersey licensing year, and State law provides for acceptance by other New Jersey municipalities. Saddle River also accepts a valid current cat license issued by another New Jersey municipality, so contact the licensing office to update local records instead of buying a duplicate.
An out-of-state license does not automatically satisfy the local requirement. An out-of-state licensed pet kept in Saddle River for more than 90 days, or an otherwise unlicensed pet kept for more than 10 days, must be licensed locally.
Chapter 79 also contains a conditional three-year dog-license provision that is not presented as an option in the current online portal. Contact the office before applying if any of these situations applies.
After issuance
Display the license and follow local animal rules
A license helps reunite a lost pet with its owner and supports local rabies and animal-control work.
Identification
Securely display the current number
Keep the official dog tag fastened to the dog’s collar or harness. A licensed cat must display the current license number by a method permitted under § 79-20, such as an appropriate breakaway or elastic collar. Tags are not transferable between pets.
Changes
Keep the record current
Contact the licensing office when an owner moves, contact information changes, a tag is lost, a pet is transferred or a pet dies. The first duplicate for a lost cat tag or sleeve is issued without charge; a later cat replacement uses the applicable initial fee. Ask the office about dog-tag replacement before creating another portal record.
Residential limits
No more than four of either species
Chapter 79 prohibits keeping more than four dogs on a residential lot and separately prohibits keeping more than four cats on a residential lot. Five or more dogs may also be treated as a kennel requiring separate review.
Control
Do not allow animals to run at large
Keep animals under immediate control and prevent trespass, property damage, continual unreasonable barking and other health or neighborhood nuisances.
Pet waste
Remove and dispose of waste immediately
Owners and keepers must immediately and properly dispose of pet solid waste left on public or private property they do not own or possess, subject to the disability-assistance-animal exception in Chapter 160.
Special proceedings
Use the correct process
Kennels, catteries, commercial animal activities and dogs designated potentially dangerous are subject to requirements beyond an ordinary household pet license. Contact the Borough and Animal Control before relying on the standard portal. Report a suspected violation involving a potentially dangerous dog to Saddle River Police at 201-327-5300.
Animal cruelty laws and reporting
New Jersey requires municipalities to post the full text of N.J.S.A. 4:22-17 and 4:22-26 and the State’s plain-language cruelty-prevention guide. The Borough must also distribute these materials to each person obtaining an annual dog license.
Report suspected animal cruelty or abuse to Saddle River Police or the Bergen County Prosecutor’s Office. The New Jersey Department of Health provides the required materials but does not investigate cruelty complaints.
Wash the affected area with soap and water, promptly seek medical care and report the incident to the Northwest Bergen Regional Health Commission at 201-445-7217. Its public-health emergency number is 201-885-3572.
For a loose, injured or dangerous animal, call Saddle River Police at 201-327-5300. Call or text 911 for an immediate threat to life or safety, and a voice call is preferred when possible.

Munidex is an external service. Confirm the official domain before signing in, use a unique password and upload only records needed for the application.
Do not send Social Security numbers, passwords, full financial documents, medical records unrelated to the pet or credit-card details through ordinary email. Save the confirmation without posting the license number or personal details publicly.
